  1. Heat oven to 375°F (190°C). Grease a 2½-quart baking dish. Cook macaroni for 2 minutes less than its package time and drain.
  2. Melt butter in a saucepan over medium heat. Stir in flour and cook for 1 minute. Gradually whisk in milk until smooth.
  3. Simmer, whisking, for 4–5 minutes until thickened. Remove from heat and stir in cheddar, mustard, salt, and pepper.
  4. Fold sauce and half the scallions into pasta. Transfer to the dish and top with mozzarella.
  5. Bake for 20–25 minutes until hot and lightly golden, with a center temperature of 165°F (74°C). Scatter remaining scallions on top.
