  1. Heat oil in a deep skillet. Cook onion and bell pepper over medium heat for 5 minutes.
  2. Add beef and cook, breaking up clumps, until it reaches 160°F (71°C), about 8 minutes. Carefully drain excess fat.
  3. Stir in sweet potatoes, paprika, cumin, salt, and water. Cover and cook on medium-low for 12–15 minutes, stirring occasionally.
  4. When potatoes are tender, uncover and let excess liquid evaporate for 2–3 minutes. Top with cilantro.
